EU decisions subject to parliamentary scrutiny

The amendment to the European Union Act 2003, currently before parliament, will ensure that any amendment to the EU Treaties made by an unanimous decision of the European Council, will be subject to parliamentary scrutiny and ratification.  Up till now only treaties (and not decisions) were subjected to such scrutiny, Foreign Minister Tonio Borg said. This amendment is in consequence of the Lisbon Treaty introduction of a simplified revision procedure.  According to this procedure EU Treaties can be emended by a Decision of the European Council in certain matters. Dr Borg said in Parliament that both the Fiscal Consolidation Treaty and  the European Stability Treaty will be debated and proposed for ratification both before the Foreign Affairs Committee and plenary session of the House of Representatives.
