Herrera does not shake PM's hand

Eyebrows were raised during the Cabinet swearing-in ceremony this evening when Jose Herrera, parliamentary secretary for local government and culture, did not shake the prime minister's hand. Many had expected that Dr Herrera would be granted the justice or home affairs portfolio and a ministerial rank.
